The agencies that are involved in national or regional associations groups and conferences have invested their time and dollars in an organization that you are interested in. And whether it is presenting, attending a session or listening to you, they are tapped into the topics that concern or interest you.

For example, ACA, International keeps agencies versed in collection laws, regulations and practices, trains and certifies collectors; COHEAO (Coalition of Higher Education Assistance Organization) keeps schools current with Perkins regulations and proposed changes to regulations, and as a lobbyist in regard to funding and rule changes. The groups should be reflective of your specific collection needs.
